FWIW, In prysm implementation we are already going with something like Proposal 2. I think the most basic questions to ask about equivocations is forkchoice safety rather than games. Proposer equivocations seem to cause zero gain, the problem is PTC attestation equivocation, which for a sufficiently staked player could actually be a problem. The question here is whether or not we lose FFG safety (which doesn’t seem to be the case on JIT slot auctions but probably it’s much more involved in N+32 slot auctions). In general I think that “PTC not reaching quorum” is less of a problem than “PTC reaching quorum on two different statuses”, which is the situation that I’d like to see analized in more detail.
