The counter-argument to that would be that in the normal case, where the outage only hits you and a few other validators, you still will be able to exit quickly; the only case where you can’t is if the outage hits everyone at once. But if the outage hits everyone at once, it’s your duty to try really hard to get your node back online; that’s what you signed up for by being a validator.
