1. Webapp builds a bunch of user-ops and signs their root

2. Webapp sends, via a new xTx rpc call, the signed user ops

3. Sequencers receive and begin a simulation with one another for the mailboxes

4. Together with the SP they decide and commit for execution

5. They each, independently, execute on the pre-populated mailboxes
