If the goal was to aggregate 1M signatures as quickly as possible, without the added constraint of embedding this process into the critical path of the chain, I don’t think we would do aggregation just by doing the same thing we do today but with different parameters. For example, we could do two-layer aggregation like here, probably other things as well.
